Objectives recap: Create a secure D11 Distribution 
then upgrade SaaS websites from Drupal Core 10.5.x to 11.2.x

Key Milestones

Between now and November 2025, the priority is building the GovCMS D11 foundations. Once we have all the D11 building blocks in place, we will complete the Security Assessment. Then we can launch the D11 distribution in January 2026, after the Christmas shutdown. The D10-D11 upgrades will follow in February to April 2026. Then we will be able to retire the D10 distribution.
