Innovation with CA3 – What's to Come

Discovery Phase Complete – Alpha Begins.  Exciting news from the GovCMS DXP Project team. We’ve recently wrapped up the Discovery phase for Content as an API (CA3) and are now moving into Alpha. Discovery has given us valuable insight into the current state of content management and publishing across government, and these lessons are shaping what comes next.

Insights from Agencies and Organisations

During Discovery, we spoke with a range of federal and state agencies and non-government organisations about how they create and manage content. We explored the features of their current systems, their operational constraints, and common pain points. What we heard was consistent: there’s a strong culture of advocacy for best practice and user-centred content, but each agency is tackling similar challenges in isolation and controlled content sharing between entities is limited.

Building a More Unified Experience

Despite having a collective objective of providing clear, accessible information to end users, agencies often deliver content independently, with limited visibility of the full end-to-end process. Alpha will focus on how we can bring more shared insight, automation and visibility to these processes to support better outcomes for users and content teams alike.

The Challenge of Fragmented Content

We also heard about the fragmented nature of online content, with varying levels of alignment to standards and practices across agencies. This can lead to duplication, gaps, and a more complex experience for users trying to navigate government information. CA3 is part of our vision for next-generation GovCMS capabilities, and exploring how content discovery tools, automation, APIs, and smarter publishing tools can support more consistent, reliable and findable content across government.

A Topic-Based Approach to Collaboration

GovCMS is championing a topic-based approach to content sharing using CA3 inspired by user journeys such as life events. We’re exploring a model that encourages agency collaboration around shared content domains while still supporting agency-led content creation. The team has reviewed similar implementations at a federal and state level and is applying lessons learned from both successful and less effective systems. 

Importantly, CA3 is being designed as an enabler of content sharing, a system that supports discovery, coordination and reuse while ensuring that the content creator retains full control over their content. With the right balance and engagement with content creators and consumers, we have the potential to deliver a more unified and intuitive experience for users across government and beyond.
