We’re excited to announce that Rules as Code (RaC) is now available as a production capability on the GovCMS platform.
This milestone represents Australia's first enterprise-grade whole of government implementation of Rules as Code, creating new opportunities for agencies to transform policy, legislation and business rules into reusable digital assets that can power more transparent, accessible and user-centred services.
A First Production Ready Use Case
The first production implementation is the GovCMS Eligibility Checker, used to determine whether an agency can onboard to the platform. While simple in scope, it serves as a practical reference implementation that demonstrates the end-to-end pattern live in production that agencies can learn from and adapt to their own policy-driven services and decision-making processes.
Open Source by Design
We have also open-sourced the GovCMS eligibility rules on the GovCMS GitHub(Opens in a new tab/window) . This means developers can inspect and reuse the rule set, demonstrating the potential of what broader adoption of Rules as Code might look like. Open-source Rules as Code ensures that the logic behind eligibility decisions is not locked away in proprietary systems but is visible, auditable and continuously improvable, helping to build trust in how government decisions are designed and delivered.
Building Foundations for Better Digital Services
Rules as Code helps agencies close the gap between policy intent and service delivery by embedding policy logic directly into digital services.
This creates structured, explainable rules that can improve consistency, reduce duplication and provide a trusted foundation for future AI-assisted services.
GovCMS has made adopting Rules as Code easy by adding enabling modules to the GovCMS ecosystem. This enables existing GovCMS sites to connect into OpenFisca(Opens in a new tab/window), a leading open-source rules engine.

We are now inviting agencies to explore potential use cases and work with the GovCMS team to identify opportunities where Rules as Code could improve service delivery, eligibility assessments, compliance process and other policy-driven decisions.
